Our department serves as the bridge between world-class Japanese engineering and the ambitious infrastructure goals of the Kingdom of Saudi Arabia. Through innovation, precision, reliability, and sustainable engineering solutions for future generations. With a legacy spanning decades in the Middle East, we specialize in delivering high-efficiency water desalination plants since 1970s and critical industrial infrastructure that sustain the Kingdom’s growth.
Our Project Legacy
SMEC has established a proven track record of delivering complex, large-scale projects ahead of schedule, often exceeding original design parameters. Our expertise covers the full project lifecycle, from EPC (Engineering, Procurement, and Construction) to specialized rehabilitation.
- Pioneering Rehabilitation: We are a leader in extending the life of existing assets. Our landmark Jeddah Phase 4 MSF Rehabilitation extended the plant’s lifespan by 15 years at a fraction of the cost of a new facility.
- Major Expansions: Key completed projects include the Shoaiba II MED Expansion (awarded at SAR 465 million) and the Al Jubail Phase 2 C4 MSF Restoration.
- Regional Reach: We have successfully delivered turnkey MED desalination plants across the Red Sea coast, including sites in Al-Wajh, Umluj, Al-Lith, Qunfuda, and Farasan. Most notably, our expertise is anchored by the delivery of the World’s largest MED unit at the Shoaibah Plant

- Innovation in 2025: We continue to advance the Tri-Hybrid (NF/RO/MED) technology, a patented system developed in collaboration with SWCC that sets new global benchmarks for energy efficiency in desalination.
- Sustainability & Green Energy: In line with the Saudi Green Initiative, our future projects focus on minimizing energy consumption and carbon footprints, integrating solar-powered solutions like those seen at the AlKhafji Desalination Plant.
- Strategic Growth: Our team is actively engaged in new tenders for mega-projects within NEOM and the Red Sea Global developments, ensuring that the next generation of Saudi cities is powered by reliable and eco-friendly water sources.
